The new regulations on the aerosol cans in the rules of maritime dangerous goods

Detailed description

International Maritime Dangerous Goods rules (hereinafter referred to as the IMDG Code) is the International Maritime Organization for the implementation of the amendments to the 1974 SOLAS Convention and the the protocol of 1978 relating to the revised 1973 international prevent Convention on marine pollution, and to develop the mandatory rules, in security packaging for dangerous goods transportation safety and to prevent the pollution of the marine environment plays an important role.

According to the 294th meeting of the Maritime Safety Committee, the thirty-fifth set of amendments to the international crisis, voluntary implementation from January 1, 2012 onwards, and since January 1, 2011, mandatory implementation.

Compared with the 2008 edition of the international crisis, although the 2011 edition has not made a major revision of the focus, but the changes are scattered in various parts of the chapter. In this paper, the new regulations on the packaging of aerosol cans are introduced briefly.

First, design and manufacture

1. The design, production, testing and equipment of the aerosol tank and its closure device shall be able to withstand all conditions in the normal transportation, including fatigue.

Two, materials

1. The structure and material of the sealing device which is directly contacted with the aerosol cans and their dangerous substances shall not be affected by the intended transport hazard and may not be dangerous. Such as catalytic reaction or reaction with dangerous goods.

2, aerosol cans and its sealing device shall be designed and constructed in the design and construction technical standards and materials used in the manufacture of materials intended to be applicable to the materials used in the transport of pressure vessels. These materials shall be designed and constructed according to the design and construction technology standard, which has the properties of anti cracking and stress corrosion cracking.

Three, auxiliary device

1, the pressure of the valve and other accessories in the design and construction of the pressure must be able to withstand the pressure of the explosion at least 1.5 times the pressure of aerosol cans.

2, the design of the auxiliary device of the aerosol tank valve must be able to prevent the risk of leakage caused by the leakage of the aerosol in the normal transport and loading and unloading conditions. Valves and protective caps must be tightened to prevent accidental opening.

Four. Approval of aerosol containers

1. The compliance of aerosol cans shall be assessed in accordance with the requirements of the competent authorities at the time of production. The aerosol tank shall be inspected, tested and approved by the inspection agency. The technical documentation shall include all the specifications and production and testing of the design and construction.

2, the quality assurance system shall meet the requirements of the competent authorities.

Five, into the factory before the test and test

1, in the production process and the production shall be applicable to the design standards of aerosol cans for inspection and testing, including:

(1) the mechanism properties of structural materials;

(2) to verify the minimum wall thickness;

(3) verification of the identity of the first batch of materials;

(4) check the internal and external conditions of aerosol cans;

(8) to inspect and evaluate the manufacturing defects of aerosol cans and to determine their maintenance or scrap; in the inspection of the welding aerosol cans, special attention should be paid to the welding parts;

(9) to check the marking of aerosol cans;

2, a sufficient number of aerosol cans, according to the provisions of the standard test and test. In addition, the welding parts of the aerosol can be designed and manufactured according to the standard of the use of radio, ultrasound or other non-destructive testing methods to test.

Six, manufacturers requirements

1, the manufacturer must have the ability to manufacture aerosol cans, and have all the resources needed to produce. In particular, have the following qualifications:

(1) supervise the whole production process;

(2) to complete the connection of the material (welding and sealing, assembly);

(3) to carry out relevant tests.

2. In all cases, the testing of the technical capabilities of the manufacturer shall be carried out by the competent authority of the competent authority of the state for approval.

Seven, aerosol cans test

Each container filled with aerosol must be subjected to a test in a hot water tank or an approved alternative water tank test.

1, hot water tank test

(1) the temperature of the hot water tank and the time of the test shall be able to make the internal pressure to reach 55 degrees Celsius (if the liquid phase is not more than 95% of the container capacity, 50 degrees Celsius). The test temperature can be selected between 20 and 30 degrees Celsius, if the inner container is made of plastic which can be softened when the test temperature is used. In addition, each of the 2000 aerosol cans shall be selected for a higher temperature test.

(2) no leakage or permanent deformation of aerosol cans.

2, alternative methods

With the approval of the competent authority, it may be used to provide alternative methods of equivalent safety level, but shall meet the requirements of the standard.

(1) the quality system: aerosol cans and accessories manufacturers must have a set of quality system. Quality system implementation procedures, to ensure that all the leakage or deformation of the aerosol cans are scrapped and not delivered. The quality system shall include:

(a) organizational structure and responsibilities;

(b) the relevant inspection and testing, quality control, quality assurance and operating procedures;

(c) quality records, such as inspection reports, test data, calibration data and certificates;

(d) management review to ensure the effective operation of the quality system;

(e) document control procedures and procedures;.

(f) control of non qualified aerosol cans;

(g) training programme and qualification procedures for the relevant personnel;

(k) to ensure that the final product is not damaged.

The implementation of the first audit and periodic review shall meet the requirements of the competent authority. These audits shall ensure that the approved system is always full and effective. Inform the competent authority in advance of any changes to the system that has been approved.

(2) aerosol cans filled with pre pressure and leak testing: each of the air fog jar must be subjected to a is equal to or greater than the filling after aerosol cans in 55 DEG C to achieve the maximum pressure value of the pressure (if 50 DEG C, liquid phase does not exceed 95% of the capacity of the container, using 50 DEG C). This pressure must be at least 2/3 of the design pressure of the aerosol. If any aerosol cans in the pressure test showed that leakage rate is equal to or greater than 3.3 x 10-2 mbar and L / s, deformation and other defects, must be abandoned.

(3) after filling the aerosol cans

Prior to filling, filling business shall ensure crimping or capping equipment installed correctly, and the use of the provisions of the filling.

After each filling, the aerosol can be weighed and tested for leakage. Leak detection equipment must have sufficient sensitivity to detect at least leak rate is 20 DEG C 2.0 x 10-3 mbar and liters / sec.

Any aerosol can leak, deformation or overweight, and must be discarded.

3, the special situation of the test

If they require disinfection and may be affected by the tank test, the aerosol can not be subject to the provisions of the hot water tank test. But must comply with the following provisions:

(1) they include non combustible gases and non combustible gases.

(a) other substances comprising part of a pharmaceutical product comprising a pharmaceutical, veterinary drug or similar use;

(b) including other substances used in the production of drug products;

(c) or substances used in medicine, veterinary medicine, or similar applications.

(2) producers of leak detection and rated pressure test alternative methods is required to achieve the same level of security, such as helium detection and flume experiments, in each batch of product at least 2000 samples from selected a statistical method.

(3) according to the above provisions, drug products are manufactured under the authorization of the state health administration. If the competent authority considers it necessary, it shall comply with the principles of WHO (WHO) good manufacturer's specification.
